NTRO, National TECHNICAL research organization, is supposed to be the indian equivalent of NSA in USA and officials have very great powers, cannot be held accountable at all. However many of these powerful officials are completely devoid of personal and professional integrity, which reflects poorly on the way NTRO operates.
